Procedure for Registration of Various Stake Holders with the Authority

The Stake holders to be registered with the Authority are;

A. Promoters who are developing Real estate projects within the jurisdiction of the Authority

B. Professionals on record for drawings (to prepare drawings for building licence and for NOCs from different departments)

C. Professionals on record for supervision (to supervise the works executed in site - civil works and other services) including Construction Manager on Record (CMR) responsible for issuing Completion Certificate.

D. Professionals who are interested in registering with the Authority as Empanelled Professionals, to verify the site plan with reference to the site conditions, certify the works executed in site with reference to the various drawings submitted, and to certify the building licences as notified by the government.

E. Contractors intending to undertake construction activities within the jurisdiction of the ULB (for Civil, electrical, Plumbing and Sanitation, HVAC, Fire and Emergency services)

The following procedure shall be adopted by the ULBs to register the Stake holders with the ULB;

(1) The Stake holders shall register themselves with the Authority by providing their identity proof, submitting an undertaking cum affidavit (in the format notified by the Government) and payment of the fees as notified by the Government.

(2) The Promoter who intends to develop real estate project within the jurisdiction of the ULB, shall do a onetime registration with the Authority.

(3) Professionals intending to prepare the required drawings and details (Architectural, Structural, Services and Environmental), the Professionals intending to prepare the required drawings and details for obtaining NOCs from the concerned departments and the Professionals intending to supervise the construction of the various components of the building shall do a onetime registration with the Authority in the respective category

based on the eligibility criteria of Qualification, Experience and Competence, as notified by the Government.

(4) Professionals who are interested in registering with the Authority as Empanelled Professionals to verify the site plan with reference to the site conditions, verify the works executed in site with reference to the various drawings submitted, and to certify the building licences as notified by the government shall do a onetime registration with the Authority in the respective category based on the eligibility criteria of Qualification, Experience and Competence, as notified by the Government.

(5) Contractors intending to undertake construction activities within the jurisdiction of the ULB (for Civil, electrical, Plumbing and Sanitation, HVAC, Fire and Emergency services) shall do a onetime registration with the Authority.

(6) The procedure for registration and allotting the registration no. for the stake holders and the fee payable for empanelled professionals for verifying the works executed at site shall be as notified by the Government.

List of Professionals on Record (for Drawings & Supervision) and Empanelled Professions Andtheir Requirement for Different Types of Buildings Professional on Record (PoR)

TYPES OF PROFESSIONALS:

Professionals involved in the development of Land and Buildings are grouped into;

A. Professionals on record (PoR)

Professional on Record may be individuals or agencies. Agencies are legal entities such as Companies, Firms, Societies etc. having multi-disciplinary professionals. If an agency is registered as PoR, it should specify the details of the individual professionals eligible for each category of PoR mentioned here below. Such agencies can be registered as any one of the following;

(a) Architectural Agency on Record (AAR)

(b) Engineering Agency on Record (EAR)

1. Professionals on record for drawings

Professionals eligible to prepare the various categories of drawings required for obtaining sanction for land development and building development and also for obtaining the required NOCs on behalf of the Owner / Promoter (to be appointed by the Owner / Promoter), along with their respective designation & codes are as follows;

(a) PoR for preparing Planning & Design drawings and details for Plot approval (Single site, Bifurcation of Plot, Development Plan & Layout including Integrated Township) & building licence and to provide details of Specifications of Materials and other details of the components of the building – Architect on Record (AR) / Engineer on Record (ER)

(b) PoR for preparing Structural drawings and details for building licence – Structural Engineer on Record (SER)

(c) PoR for preparing Electrical (including use of Renewable Energy Sources) and HVAC drawings and details for layout approval (including Integrated Township) & building licence – Electrical Engineer on Record (EER)

(d) PoR for preparing Water Supply system, Sewerage system and Storm water drains (including rain water harvesting techniques) and Fire Fighting System drawings and details for layout approval (including Integrated Township) & building licence – Public Health Engineering (PHE) consultant on Record (PCR

(e) PoR for preparing roads, Traffic and Transportation (including traffic surveys) drawings and details for layout approval (including Integrated Township) & Building licence – Transportation Engineer on Record (TER)

(f) PoR for preparing drawings and details of solid waste management system, Pollution Mitigation for layout approval (including Integrated Township) & Building licence (including other requirements related to Environmental issues) – Environmental Engineer on Record (ENER)

(g) PoR for preparing Land scape (including Tree plantation) & management / rejuvenation on water bodies drawings and details for layout approval (including Integrated Township) & Building licence – Landscape Architect on Record (LAR)

(h) PoR for the drawing and details of Urban planning components of the Integrated Township and Building Licence of Mega building projects for Layout approval & Building licence – Urban Planner on Record (UPR)

(i) PoR for conducting Geo Technical tests (soil test, hydrological test etc.) – Geo technical Engineer on Record (GER)

B. Empanelled Professionals (EP)

Professionals eligible to undertake the responsibilities on behalf of the Authority and in the absence of Empanelled Professionals in any Authority, the designated officer who shall undertake such responsibility and fees payable by the owner / promoter for such activities are specified as follows;

1. Professionals eligible for empanelment to certify the design, drawings and details prepared by Professionals on Record for drawings.

(a) Empanelled Structural Engineer for Structural Design Review Panel (SDRP) to certify the Structural Design Basis Report (SDBR) submitted by SER and Geo Technical tests submitted by GER – Empanelled Structural Engineer (EMSE)

In the absence of EMSE to form SDRP for any Authority, the SDRP for the Local Authority of the District Head Quarters or the civil department of the Engineering Colleges of the District, empanelled by the Authority shall act as SDRP for such Authority.

(b) Empanelled Electrical Engineer for certifying the details and drawings of Electrical Systems (including use of Renewable Energy Sources) and HVAC Systems submitted by EER – Empanelled Electrical Engineer (EMEE)

In the absence of EMEE, the Executive Engineer of the concerned Escom having jurisdiction of the Plot.

(c) Empanelled PHE Engineer for certifying the details and drawings of Water Supply system, Sewerage system and Storm water drains (including rain water harvesting techniques) and Fire Fighting System submitted by PCR – Empanelled PHE Engineer (EMPE)

In the absence of EMPE, the Executive Engineer of the Authority in charge of Water Supply System and in the absence of Executive Engineer in the Authority, the Executive Engineer of KUWS&DB having jurisdiction of the Local Authority or the Executive Engineer of the Local Authority of the District Head Quarters.

(d) Empanelled Environment Engineer for certifying the details and drawings of solid waste management system, Pollution Mitigation, Land scape (including Tree plantation) & management / rejuvenation on water bodies and other requirements related to Environmental issues, submitted by TER and ENER – Building Environment Auditor (BEA)

In the absence of BEA, the Environment Engineer of the Authority and in the absence of Environment Engineer in the Authority, the District level officer of Pollution Control Board having jurisdiction of the Local Authority

(e) Empanelled Transportation Engineer for certifying the details and drawings of roads, Traffic and Transportation (including traffic surveys), submitted by TER and ENER – Building Environment Auditor (EMTE)

In the absence of EMTE, the Executive Engineer of NH division of PWD having jurisdiction of the Local Authority

2. Professionals eligible for empanelment to certify the site plan for the various types of plot approvals and the development works executed in site for Layouts, Integrated Townships and Buildings.
